Mechanical Engineering Jobs Salary Projects Software

I have some questions regarding the testing of civil engineering materials such as concrete and asphalt in pavement and in beams, for example:
1.) Why would you test lab specimens?
2.) Why would you want to test specimens in the field?
3.) Why would you want to test core samples taken from the actual final product?

I’m wondering if it would be possible to double major in materials science and civil engineering. I love structures, both molecular and on the bigger scale, my major now is materials science engineering but I’m really starting to like civil engineering, don’t know if this is a good idea but it’s something I’m considering, if my school lets me.
