What if Strength of Materials for My Newly Constructed House Come Out to Only 900 Pounds Per Square Inch?

The required pounds per square inch for the columns, beams and footings is 3,000. Compression test results for the samples taken are 300 psi, 500 psi and 900 psi more or less.
Don’t go in it!!
300 is barely on the scale, gravel probably comes close to this:-)

It is a poor construction.No adequate care was taken in the selection of materials and supeevision of work.If the strength reduction is up to 85% of the designed/or specified strength the work can be accepted, otherwise the work shall be subjected to rejection.
